The Point of Nuclear Free Cities

So, when you drive into Vancouver or Victoria, you may see signs welcoming you to the city and proclaiming it is a "Nuclear Free Zone". Seems pretty odd when you really think about. The cities themselves have no control over the Military or even Power Authorities (often who have mandates from the Provincial or Federal governments) who decide where nuclear power stations are going to go.

Given this, what is the real point of saying that you are a "Nuclear Free Zone". You, as a city, have no control over it and is someone really going to decide "Oh, I am not going to buy a house in that city in North America because it is not Nuclear Free Zone. Seems there could be so many better ways to welcome someone to a city then saying they are entering a Nuclear Free Zone. Just a thought.
